The DTF was established by NWASCO (National Water Supply and Sanitation Council) under the Water Supply and Sanitation (WSS) Act No 28 of 1997 as an instrument to assist Commercial Utilities (CUs) to improve WSS services. The DTF was operationalized by Statutory Instruments and has been fully operational since 2003.
Since then the DTF has been a major partner to CUs in financing and implementation of projects that have led to improved access to satisfactory WSS services for many of the urban poor in Zambia.
To be a leading agent in Southern Africa in facilitating increased access to sustainable WSS service by formal providers in order to maximize the impact of development finance.
